I pmed him yesterday when he was trying to sell against asking him not to sell accounts and that its against the rules he replied nicely then and I didn't see him try it again today.

This is from yesterday, the big similarities (same guild, selling a 199 osa with int/str scrolled) leads me to believe this is the same person. Also then was he notified that it was against the rules.
